You and me both brother. lol. I guess they just randomly roam around Kryta now, assaulting you for your goods? lol. It's part of the War in Kryta stuff. Although in the pics, you do have different allies. Maybe that has some significance?

There are a number of random encounters involving Peacekeepers, one of which is outside of ToA. There are others at various locations in Nebo Terrace, North Kryta Province, Watchtower Coast, and Scoundrel's Rise. Most of them can happen more than once, including the one at ToA, while others will happen only once per character. Usually the Peacekeepers involved will turn hostile after some dialog, though there is one case where they simply talk to the farmer and then walk away without becoming hostile.
Spawns have changed in most explorable areas of Kryta. Most of the undead are gone, replaced by Peacekeeper and White Mantle groups, plus a few odd spawns such as the lynxes you encountered. After all, it's been years since the Lich was defeated, so one would expect the undead problem to be largely cleared up by now. |

Marketing. Apparently the war in kryta is more important than the bot population increasing.

You are right Ninja, PVE marketing promotion is much more important than PvP bots. The Original GW Title haas run its course and the develepors simply want to hold on to the base they have, and maybe draw in a few along the way.
The sad truth is there will not be any large scale efforts to drum out bots before GW2. Now this sucks but, they have to have their priorities and boxes out the door means more money than chasing Bots. Cronk |

What's to explain? The WiK content is meant for characters that have finished Prophecies and/or EotN. Such characters are generally level 20, ascended, in max armor, etc. So the Peacekeeper and Mantle groups are high level (20+), and many other lower-level foes in the area have been replaced as well. This keeps the areas challenging for people who have already completed other high-level content.
